Back up your contact list info first.
1) uninstall icq
2) search for all files containing icq. To search,
a) open my computer or explorer,
b) right click on C drive,
c) left click on "find" or "search" from the menu,
d) type icq in the "named" box (do not use the "Containg Text" box),
e) then click on find now.
3) when done, left click on the file at the top of the results
4) hold down the shift key and left click on the bottom file of the results
5) all files should be highlighted blue
6) right click on any of the highlighted files, and left click on delete
7) go to the ICQ download page and get the latest version
8) reinstall the latest version of icq
